The consultancy has an acute understanding of the planning process and has earned a reputation for successfully guiding projects through the detailed consideration of interrelated and often complex planning, environmental, architectural and engineering issues. Dublin Airport’s Terminal 2 and Visual Control Tower, RTE’s proposed new broadcasting facility and the DART Underground are among the key infrastructural projects in which Alan has been involved. In addition, he has worked on numerous large-scale residential and retail developments countrywide and have assisted Local Authorities in preparing Development and Local Area Plans. O’Connor Whelan has an expert knowledge and skill-set that ensures accurate, reliable and cost-effective advice that adds value to property assets.
Alan Whelan
A town planner with some 20 years’ experience in both the public and private sectors, Alan provides advice in a range of areas from policy formulation and development appraisal to Strategic Infrastructure Developments, presenting expert evidence in court and co-ordinating multi-disciplinary project teams. His experience in large-scale infrastructural projects includes acting as lead planning consultant for Dublin Airport’s Terminal 2, the proposed Visual Control Tower for the Irish Aviation Authority and DART Underground. In addition, his expertise in forward planning has assisted in the completion of land use and transportation plans, development plans and local area plans for a variety of Local Authorities. Alan is a board member of the Oaklee Housing Trust.

The EIS:
The rapid advances in retailing during the recent period of economic growth have led to the emergence of new forms of shopping developments that sometimes challenge established planning policy.
Retail Impact Statements present the interface between private sector proposals and Government policy on retailing and assess proposals in terms of the sequential approach and capacity analysis.
O’Connor Whelan has almost 40 years of practical experience in retail planning and has successfully achieved permission for many shopping developments throughout the country.

O’Connor Whelan can provide an appraisal of a development proposal based on a five-level framework that gives a structure around which principles of sustainability can be implemented.
It is a useful exercise in assessing the overall contribution a proposal makes to sustainable development and increasingly is required by planning authorities for large-scale planning applications.
The Planning and Development (Strategic Infrastructure) Act, 2006, introduced a “fast track” planning system in Ireland. For certain identified developments, the application is lodged directly to An Bord Pleanála, negating the need to lodge with the local authority.
O’Connor Whelan has extensive experience of Strategic Infrastructure Development applications, a service that includes:
Under the Railway Transport (Infrastructure) Act 2001, CIE and the Rail Procurement Agency must lodge Railway Order applications for railway infrastructure to An Bord Pleanála, which confirms, rejects or modifies the Order.
O’Connor Whelan provides a specialist service advising on complex Railway Order applications which require considered negotiation with diverse interest groups (such as property owners and residents).
Such applications include the DART Underground, an important piece of infrastructure connecting key public transport nodes in Dublin.

Our Projects
A development incorporating residential, retail and community facilities, Charlesland is connected via a new dual carriageway that links the site with Greystones and the N11.
An example of a high quality, high density residential development within a contemporary setting, it demonstrates how sustainable land use management principles can be put into best practice..
A central part of the Government's Transport 21 initiative, DART Underground will be the single most important piece of infrastructure in Ireland to support a modal shift from private to public transport.
Linking all rail modes - DART, Commuter, Intercity, Luas and Metro - to form an integrated cohesive network, it will involve an 8km railway tunnel traversing Dublin City from Inchicore to the Docklands.
This proposal involved the demolition of a 1970s office building on Merrion Row and its replacement with a contemporary modern office development at the corner of St. Stephen’s Green and Merrion Row.
The scheme integrates the characteristics of this unique site which comprises an eclectic mix of architectural styles and genres, many of which have been incorporated into the overall design of the new build.
The Bray Environs Local Area Plan aims to establish a framework for the proper planning and sustainable development of the area commensurate with its designation as a Metropolitan Area Settlement.
Under that designation, the town is to be developed to a relatively large scale as part of the strategy for the consolidation of the Metropolitan Area. It anticipates a population growth of 6,000, concentrated in Fassaroe to the west and Kilruddery to the south.
The proposed 86m high Visual Control Tower that will adjoin the existing Air Traffic Control facilities at Dublin Airport is planned as a result of increased flight numbers, new developments such as Terminal 2, and also in anticipation of the development of the airport’s northern parallel runway.
The Tower is a key element in maintaining the gateway status of Dublin Airport, which is a key driver for Dublin’s and Ireland’s economic growth and development.
Responding to the aspirations and objectives of the Northside Framework Plan that sets out a vision for the Cromcastle area in North Dublin, this proposal involves the comprehensive redevelopment of a 30 ha site centred round the existing Northside Shopping Centre.
The proposal was informed by extensive consultation with local stakeholders, including Dublin City Council and community interest groups.
Known as Project 2025, this development marks a new era in digital production/broadcasting that will position RTÉ as a technology leader in this sector and will provide Ireland with a broadcasting infrastructure befitting a modern ‘smart’ economy.
It involves a major overhaul in the way RTÉ fulfils its remit as national public service broadcaster in a design setting that is bespoke, contemporary and embraces sustainability in all its aspects.
This completed development provides a major new private hospital facility on the campus of St Vincent’s University Hospital, Dublin.
The proposal required the demolition of all existing structures on the site, replacing them with new buildings to provide a viable and modern private hospital facility in pleasant and contemporary surroundings, with the design intended to facilitate healing and recovery.
The project with the Dublin Airport Authority was for the construction of the new Terminal 2 at Dublin Airport, measuring some 92,000 sq.m and a new aircraft pier accommodating 11 fixed link bridges and 19 air-bridges.
The ultra-modern Terminal provides a pleasant passenger experience in a manner reflective of the gateway status of Dublin Airport. The public areas create a calm and relaxing environment for arriving and departing passengers alike.
White Water is a mixed-use retail, residential, commercial and recreational scheme located on former industrial lands in the centre of Newbridge, County Kildare.
A derelict, under-utilised site which represented an eyesore in the heart of the town, its redevelopment has helped to rejuvenate Newbridge and assist in ensuring it responds to its status as a Primary Development Centre (along with Naas and Kilcullen) in the National Spatial Strategy.
